They also agreed to cooperate with each other to create the industrial complex in a timely manner and foster it as an industrial hub in northern Gyeonggi Province to create jobs in the region.

Governor Lee Jae-myung said, "The northern part of Gyeonggi Province has been making special sacrifices for national security for a long time," adding, "We will provide comprehensive support in consideration of the potential of Dongducheon and Yeoncheon regions, especially as the border area has the potential to be in charge of the outpost of inter-Korean exchanges in the future."

"We are grateful to Governor Lee Jae-myung and Governor Kim Kwang-chul for their efforts to resolve the imbalance in industrial infrastructure in the province and to successfully create the northern Gyeonggi industrial complex, including the Dongducheon National Industrial Complex," said Choi Yong-deok, Mayor of Dongducheon City. "We will make efforts to develop local industries and create jobs with prompt compensation, construction, and active administrative and financial support from the Dongducheon National Industrial Complex."

"The agreement will provide an opportunity for the industrial complex in northern Gyeonggi Province to be activated," said Kim Kwang-chul, governor of Yeoncheon County. "Based on active support from Gyeonggi Province, we will do our best to sell Yeoncheon BIX."

The Dongducheon National Industrial Complex is a project to create a 267,309m2 (81,000 pyeong) textile and fashion industry-specific complex in Sangpae-dong, Dongducheon City, and plans to start construction next year and finish construction in 2023.

Based on this agreement ceremony, the province plans to establish a substantial regional economic growth base in Dongducheon and Yeoncheon, and actively support the development of industrial complexes with key values of balanced development, eco-friendly environment, and workers first."

For balanced development, the government plans to continue to expand industrial complexes in the northern part of the country through public development as well as Dongducheon and Yeoncheon to revitalize the isolated and underdeveloped northern regions.
In particular, it is pushing for a balanced regional development industrial complex in Gyeonggi Province that combines the South and the North, and plans to strategically create a competitive growth base in the northeastern region with a poor industrial base.

In addition, some areas where the textile industry has developed, including Dongducheon National Industrial Complex, will gradually induce high-tech industries incorporating smart industries, and supply industrial complexes with medium or larger size in a way to integrate individual factories that are pointed out as the main culprits of environmental pollution to preserve the natural beauty of the northern region.

In addition, the plan is to investigate and actively reflect facilities that young workers want to attract young people when creating industrial complexes in the northern part of the country. In particular, Yeoncheon BIX plans to create convenience facilities for workers such as dormitories, health centers, sports centers, and workplace libraries within industrial complexes to create a local life-friendly industrial complex that can be shared by local residents.
